Anywhere from 2 to 20 kilometers offshore, 27 platforms create the outer limit of permanent human-made habitation off the coast of California. The oil deposits tapped by some of these platforms were estimated to be exhausted by 2015. Rather than removing the platforms, which is environmentally detrimental to the aquatic species that call it home (some of which are being utilized for cancer research), I propose reusing the platforms and introducing new resources to the area, with a focus on the arts. The platforms become source-points from which the burgeoning arts are the center of new offshore development for human habitation and aquatic cities.
